First I would like to thank every one that have answered my query, in
particular Pam Sieving, David Dillard, Vislava Tylman, Anna Ercoli
Schnitzer, Raza, Vasumathi Sriganesh, Pamela Ben-Eliezer, Patricia J. Erwin
aka, Mary L. Marix, Sheri Hester..
And yes this is a great group!

Below I am posting all the results, the answer is that this turned out to be
a book and so the title is not to be abbreviated:

are you certain this is a journal?  I do find a book by this title, and of
course books should be cited with complete titles, not abbreviations.
The title I verified is edited by Smelser and Baltes, and published in
2001 by Pergamon.
Please let me know if this is the work your faculty member wishes to cite.

This publication is a multivolume book and as such is not covered by Medline
and the title doesn't need  and should not be abbreviated when cited as a
reference.

Also, JAKE, although not recently updated, is still available as an
abbreviation source until the end of this month, apparently:

Hope you can find what you need in one of the aforementioned sources, Aida;
otherwise, I personally would go with: Int. Encycl. Soc. Behav.  Sci.
That's the abbreviation that looks best and makes the most sense to me.

the faculty member would have to put in the full title: INTERNATIONAL
ENCYCLOPEDIA OF SOCIAL & BEHAVIORAL SCIENCES (do note the american spelling
- Encyclopedia) 
I usually do a check of this kind through Google and am successful.

Interesting one - first of all you have to watch out with the spelling of
encyclopaedia - N.B. it is ae not ea. I have checked in Medline and as far
as I can see they have no journal at all with the word "encyclopaedia" in
the title - one way of finding out how they abbreviate something if one
finds an example. All the other abbreviations you used look fine. Basically
it's a problem because there's no other source of official abbreviations
that I know of - which of course means nothing because I don't know
everything.

According to OCLC the International encyclopedia of the social & behavioral
sciences is not a serial. It is a book (or, rather a 26-volume set)

Are you sure this is a journal?  The work "encyclopedia" in the title makes
me think it is some kind of reference work.  Just because there is a volume
number doesn't mean it is a journal.  It could be a multi-volume work.

Bookmark this.  It's a good comprehensive list.  It doesn't have the
International Encyclopeadia of the Social and Behavioral Sciences but it has
many other things.

A faculty wants to publish an article in BMJ, and needs the abbreviation
according to Medline for the following journal (not indexed in Medline):

'International Encyclopeadia of the Social and Behavioral Sciences'

I thought of:
Int Encyclopeadia Soc Behav Sci


What do you think? Where to look for an abbreviation of a journal if it is
not indexed in Medline???  Any help would be greatly appreciated...
