General Job Description
This is a professional level position with primary responsibilities being the maintenance of the Town Highway Maps, Mileage Certificates and the Route Logs.  Specialized technical duties, training, and design work in the development and maintenance of Geographic Information System (GIS) databases and applications for the Technical Services Division of the Agency of Transportation.  The position incumbent has the responsibility for the creation, manipulation, maintenance, and quality control of GIS data and applications to support the maintenance of the Town Highway Maps, the Route Logs, and other specialized GIS based applications within the Agency.   Duties are performed under the general direction of an AOT GIS Database Administrator.

Preferred Qualifications
PREFERENCE WILL BE GIVEN TO CANDIDATES WITH EXPERIENCE WITH ArcGIS SOFTWARE.
Minimum Qualifications
KNOWLEDGE SKILLS AND ABILITIES:

Considerable knowledge of GIS concepts and database design. 
Considerable knowledge of cartography, including drafting techniques and equipment, map inking, and standard map formats.  Considerable knowledge of ArcView, ArcInfo and database management software and programming techniques used for GIS.  Knowledge of the operation and maintenance of computer peripherals and graphic output and input devices associated with GIS functions. 

Knowledge of the principles and practices of transportation logistics, demographic and other conditions affecting the State's transportation system. 

Skill in the use of instruments and materials used in cartographic work. 
Knowledge of orthophoto mapping, photogrammetry, and aerial photo interpretation. 
Skills in handling people with tact and recommending practical solutions to problems. 
Ability to read and interpret maps, survey notes, engineering plans.
Ability to compile and compute the information required revising or drawing maps. 
Ability to evaluate proposed new techniques and equipment, and prepare recommendations on their use. 
Ability to edit maps accurately. 
Ability to monitor and control work of mapping contractors and other service providers. 
Ability to communicate effectively orally and in writing. 
Ability to establish and maintain effective working relationships. 
Ability to evaluate problems and make logical and timely decisions both in office and in the field.

EDUCATION AND EXPERIENCE:

Experience: Four years experience in cartography, GIS, roadway inventory and evaluation, including two years with GIS.

OR

Two years experience as a AOT Mapping & GIS Specialist I

Note: Preference will be given to candidates with a degree in any of the following: geography, computer science, engineering, GIS, a natural resources field or other field closely related to mapping and GIS, including coursework in cartography.  This would also include experience with ArcInfo or ArcInfo GIS software.

Working Conditions
Duties are performed primarily in a standard office setting although any road inventory work will require travel and work in the field. Fieldwork is required, for which private means of transportation may be required.  Attendance at meetings outside of normal work hours may be necessary.  Manual dexterity is required in the use of drafting and scribing instruments and operating the computer, as are good eyesight and eye-hand coordination.
