Thanks everyone. Looks like we are all faced with the same problem.  
"On occasion" I have cleaned the fume hood myself after a lab has been  
vacated. Only then did I give written clearance to the custodians to  
clean the remaining interiors. I guess that is what I will continue to  
do but put the primary responsibility on the lab occupants.
