Can anybody provide any information on if there are any new proposed rules  
coming down in regard to confined space. I am in the process of writing a 
large site wide program and do not want to be caught unprepared. I know the 
wheels turn slowly however anything anybody knows who is a guru would be 
appreciated.

Also: We are also having a heated discussion (thank god for ground rules, no 
hitting or spitting allowed) in regard to the difference between a program and 
procedure and for that matter a plan. Would love anybodies insight.
