Movable guardrail counterweights are typically solid / non-flowable.  There is a proposal to use water as a guardrail stanchion counter weight on a
flat roof for a maintenance project (not a roofing project).  Setting aside the risk management question, is there any OSHA language on this?  I have
looked at sbpt m and a few LOI's and so far it looks as though osha is silent on this.
