We've been using a combination of microphones, speakers and Webcams for (somewhat) inexpensive setups for videoconferencing in classrooms. 

I like this combination:

The Logitech QuickCam Pro 9000 is a quality Webcam with extra advantage of fitting nicely on a microphone stand so it can easily be set to any position and swung smoothly from side to side. $44 with shipping from B and H.

The Snowball USB microphone has an omni-directional setting so it does a better job of picking up students voices from various parts of the classroom. It also looks cool. $65 from B and H.

These Bose computer speakers have adequate volume for a classroom and can also be used with a Polycom system. $90 at B and H.

Add a microphone stand for your camera and a couple 10 foot usb extension cables (http://www.bhphotovideo.com/c/product/689965-REG/Pearstone_USB_AA10_USB_2_0_Type_A.html) so you can position your camera and microphone where you want them and you have a videoconferencing nice system for under $250.

Keep your microphone away from your speakers to help with the echo issue.

1) A Web Cam that we can point to different parts of the room

Looking to equip a PC, but if
someone can advise either PRO or CON on using an iPad for Skype events of this nature, that would be great.
Any suggestions would be much appreciated
