Hi Ben,

This sounds like an interesting student project, thanks for reaching out.

You may want to partner with IRA (UVM Inter Residence Association) in 
order to have good communication around what & where the bins are, and 
to get the word out about your project. Access to the Residence Halls is 
also somewhat restricted (for example your Cat Card only gets you into 
your own building in many cases) so again, partnering with IRA will be a 
good resource for you to access various spots on campus.

I have copied Brandin Howard, IRA's advisor, and the general IRA email 
address, so hopefully a representative will get back to you soon.
