You are right, it is unlikely--all they have to do is cut out the chip. This
is why tattooing is still needed.

The cost of the euthanasia solution or a bullet is less than the cost of
gasoline (especially these days). Dumping is also riskier--someone might see
and report the dumping (not that much would be done about it).

Absolutely correct. The AM article describes scanned AND tattooed dogs found
at a kennel supplying medical researchers.
