I must say, we found them to be pretty nice people to deal with; we
got our Border Collie, Sparky, from them December a year ago.
However, we did say he'd be primarily a housepet (we have a fenced
yard and a dog-door, so if Sparky chooses to spend most of his time
sleeping under the deck, it's his business). And yes he did have to
be neutered, but that was a good thing because Sparky was marking all
over the house prior to neutering.
You're right, they are in a rural area and are stretched way beyond
their resources. They said that one thing they're fighting is that
people often have a dog chained up behind their house with no
attention or socialization, just left there to bark and scratch at
fleas. There's not much they can do about this, given their lack of
funds.
So it all depends on what you want, I guess. If you want a farm dog,
this probably isn't the shelter to deal with. If you want a pet,
they're fine.
