Thanks for this great piece of information! I never knew there were such
programs, and upon looking have found several near here that offer it. It
might be just the thing for her.

     Check out some of the dog rescues.  Some of them have a "senior for
seniors" program.  If a person over a certain age adops a dog over a certain
age they will cover the vet care of the dog and I think wave placement fees.
     I think some of the sheltie rescues do this.
