I had a male Cocker, fixed at around 9 months & he marked like crazy when out on walks, we had to stop at every upright object so he could leave a deposit, he'd even lift his leg when he was empty. The 2 intact males we had would mark but weren't as obsessive about it as the Cocker, if either of the 2 intact males had needed to be fixed they would have been but they were buddies & I kinda wanted the option of breeding 1 since he was my farm collie Tippy & I really liked pretty much everything about him & really wanted a dog as much like him as possible.
