There are a number of services that offer Dynamic DNS (DDNS) for free.
Basically, your server or router sends out updates to the DDNS server on
some interval. If your address changes, the DDNS server is corrected on
the next scheduled update.  Therefore, your network should not be
unavailable longer than the update period, which could be set for a few
minutes.  This would only affect unacknowledged incoming traffic.
Otherwise, the DDNS server acts like any other DNS server.

It's not as good as a static IP but since most ISPs don't actually
force IP address changes very often, it can be acceptable for some
uses.

Back in the days of 56k modems I used a service called DynIP out of
Canada. It was inexpensive and gave me a static IP address. Maybe it
can help. I just looked on Google it si still there and offers a free
trial.
