we use Claris HomePage for knocking out quick pages, Dreamweaver for elaborate site design, and a piece of shareware called HTML Editor for hand-coding (on Macs). Both HomePage and Dreamweaver sometimes create inefficient chunks of code (and sometimes just refuse to implement a feature correctly) so skilled kids often do most of the work in one of the first two programs, then clean it up in the third.
I agree that it's necessary to have Dreamweaver (industry standard, great *site* management features), but dread using it with ALL my students...
