We had our sample and standard bulbs (balloons)  made by a local
glassblower.

Most glassware companies will also fabricate glassware if you provide a
sketch and specifications.

I need to buy a ballon (about 1 l) of O2 reference gas for
IRMS measurements. Could anyone tell me
where to find it? Any information are important for me.
