Hi Chris--
IAEA-CH-6 (13C=-10.4, release date 1995), formerly Sucrose-ANU, is
available from the IAEA, www.iaea.org (though that site is being very
slow today), at the AQCS site. Please note, there is also IAEA-C6
Sucrose, released 1991, with slightly different reported values (13C =
-10.8) The AQCS catalogue, downloadable as a 130 page .pdf file is at:
http://www.iaea.org/programmes/aqcs/publications.shtml.
Once you fill out the order information on the appropriate page, it
e-mails it to

They are pretty good at shipping material out, however, these may be held up at customs. Harvard has a good site to explain TSCA, toxic substance control act, http://www.uos.harvard.edu/ehs/env_pro_tsc.shtml, and small amounts are exempt from prior notification. If they go through the FDA as a food or drug, then that's more problematic. Apparently you have to give prior notification--no exemptions, unless, maybe, it's sterilized material for chemical analysis and not for human or animal consumption (these more stringent rules kicked in this past Aug). You can also check with your own safety dept to make sure you're complying with appropriate regulations.
good luck

p.s. Willi Brand and Bruce Taylor have also reported links to IAEA TecDoc 85 earlier, which you may want to check out:
