Hi Torsten,
Looking at the home page of SerCon (http://www.sercongroup.com/) one finds
the statement "SerCon manufacture new stable isotope ratio mass
spectrometers and preparation systems" followed by a hyperlink. So, that
answers one of your questions.
An emerging company in the IRMS sector is Mass Spec Solutions; see:

That said, if you are looking for an instrument meeting the specs of the
MAT253, you will be hard pressed to find anything but the MAT253. One
assumes you have chosen the MAT253 because of unique features such as
variable ion source conductance, large dispersion and 10 kV accelerating
voltage?
