Many of the commercial web filters include a category for proxy sites now. Surf Control, which comes with our Watchguard firewall, is coming out with one in a few weeks.
If your web filter does not include a category for proxy sites, a Google search will turn up the most popular. You can also Google archived blogs where the kids pass around the latest sites. Searching for "anonymous surfing" and "anonymous proxy" will turn up most of the ones the kids use. I'd guess there are about 3 to 4 dozen popular sites.
