I just checked with John Christiansen at CCV. He has been coordinating
online classes for CCV for some years now. Earlier, he was the one person
doing that, now he's one of three (divided by topic area). According to
him, all of the Vermont State Colleges (including CCV) have licensed
Blackboard for use in online education.
