Is anyone doing their development "on the web", so that
other people can view their work easily ? Is any of this being
done in the context of the Vermont Standards site - which
promotes sharing, collaborative work, peer review ? Is anyone
like VITA-VT helping coordinate this ?

Or is this another Vermont Cabin Fever Exercise ?
