Frank Watson notes ...

        <<
        "Information Clearinghouses" ... "creat an
        statewide electronic information clearinghouse
intended for the discovery and exchange of
best practices in technology centered learning
        teaching, and educational leadership"
        ...
This seems like what you are suggesting.

If it's not, it's close, though I shutter at the idea
of a "clearinghouse" which suggests to me a "custom
house" or a "toll booth" rather than a more lively
agora. "clearinghouse" is too much of a static point,
where you go because you "have to"; an agora is a
lively area where you go because you "want to" (be
part of the action!).

What comes to mind as a successful model is the old
"geometry forum" that became the "math forum" ...

        http://forum.swarthmore.edu/

which contains a student center, a teachers place,
a research division .... etc. etc. It advertises
itself as a "community center"
