As explained in the previous mails, e. g. by Willi Brand, Wolfram
Maier-Augenstein and Bob Dias, the inner diameter of the capillaries can
not be deduced from the outer diameter.

When the  Finnigan GCC interface was designed, a sample gas capilliary with
a small outer diameter was deliberately  chosen. Mainly for mechanical and
flow technical reasons, because this capillary is moved directly into the
sample gas flow out of another capilillary.
Therefore,  the capillary with the smaller outer diameter is indeed the one
with the larger inner diameter.
