I think you might be refering to SCBA (scuba without the U) cylinders used by firemen and which have been used experimentally for some scuba explorations (Wakulla Springs project in Florida) because of their capacity for higher internal pressure. These are of a composite design: "Aluminum liners overwrapped partially or wholly by fiber reinforced plastic (FRP)."-- from High 1997, "Inspecting Cylinders." He goes on to say that there have been military versions wrapped in Kevlar 49 or carbon fibers.
I suspect that these vessels may be less suitable for your sampling purpose than SS.
