As far as I know the IAEA considered to prepare the distribution of
C3 cellulose as standard for 13 C and 18 O after testing (and further
homogenization ?) years ago. It never happened, though.
In 1997 I distributed some C3 through the list myself to see how
homogeneous the material really is. It turned out to be reasonably
well homogeneous (see postings of 97/03/07 in the archive and
Radiocarbon, 34/1992). Further testing of C3 by the IAEA as announced
in the posting of 97/93/97 by M. Groening either were not
succesful or were never carried ou at all.
