Duties and responsibilities:
Under the general supervision of the Service Chief,
AGLW, the incumbent has responsibility for planning,
organizing, coordinating supervising and implementing
the work programme of the Water Information, Policy
and Resource Management Group, with considerable
leeway for independent judgement in particular in the
specific fields of water resources assessment and
management, water information, river basin and
watershed management, management of water scarcity and drought and
management of international water resources. The incumbent will:
> provide leadership, coordination and supervision of
the professional staff of the water information, policy
and resources management group;
> supervise the development implementation and
maintenance of a global information capacity on water
resources development and irrigation as part of FAO's
effort to monitor agriculture and the natural resources
base;
> supervise and coordinate exchange of information and
ensure widest contacts within and outside the
Organization;
> ensure the conduct of and lead studies and reviews on
technical, policy and programme issues related to
water information, policy and management;
> provide strategic orientation, develop methodologies
and issue guidelines;
> design and implement programmes and projects and,
when required participate in appraisal of field
projects; and provide supervision and technical
backstopping;
> develop and ensure delivery of training programmes;
> plan, organize, and lead technical meetings and
workshops;
> prepare and edit major technical paper for discussion
and publication;
> assist FAO members with review and provision of
policy and technical advice;
> represent FAO and lead or participate in missions,
task forces, and negociating review teams; perform
other related duties as required.

Qualifications and experience - Essential
> Advanced university degree in agricultural
engineering, civil engineering, hydrology or similar,
with post graduate studies in water resources
management.
> Ten years of progressively responsible professional
experience in water resource management, with five
years of specialization in international development.
> Working knowledge (Level C) of English and French
or Spanish or Arabic

> Advanced knowledge in water resources management
and water information systems
> Experience in river basin and watershed management,
water scarcity management, water policy and
management of international water resources;
> Experience and good understanding of the various
aspects of agricultural water use;
> Experience in the transfer of technical knowledge and
techniques to developing countries;
> Demonstrated ability to do diagnostic studies analysis
and synthesize technical information - Demonstrated
ability to formulate and implement programmes and
field projects;
> Demonstrated leadership, coordination, managerial,
negotiating and advisory skills;
> Ability to make effective oral and written
presentations, write clear and concise reports and
organize and conduct technical meetings;
> Maturity, initiative, tact and a high sense of
responsibility;
> Demonstrated computer literacy and ability to use
word-processing and standard computer software;
> Demonstrated ability to work harmoniously with
people of different national and cultural backgrounds
and technical disciplines;
> Knowledge of FAO activities, structure and
procedures; experience in the development of
international information systems
> Ability to communicate in English and French
and/or Spanish and/or Arabic.
