    The idea of a dedicated Journal to stable isotopes is a good one. 
 However I must agree with some of the points regarding cost and 
distribution.
    I don't know how feasable this would be, but what if we were the 
first to set up a WEB type of publication instead?  Fees would be at 
a minimum, to cover server,  data storage and maybe someone to 
handle the day to day. It could be set up with links to other servers 
where aticles are posted.  This would allow the almost completed 
handling of articles by electronic means including submissions.
     There could be editors for biology, geology, food Sc, technical 
etc. as sub categories.
    As we move towards the 21st Century, I believe 
this is the way to go.  Most people have access to scanners, faxes 
and computers.  Although it may leave out some researchers on the 
planet, there may be a way to help them in the short term. Since the 
WEB gives access to pictures and text, articles could be edited very 
easily with word processors and the HTML add-ons.
    For those without WEB access, a simple FTP transfer could be 
done and the article of interest read directly in a word processor.
