Has anyone experience of this Optima fault?

No current to electromagnet; microsupplies EMS pop-out fuse popped and
won't reset.
Fuse pops even when EMS card and/or Melcher current regulator 60v supply
disconnected.

Likely that EMS  60v supply on utility board has failed but anyone that
knows this board will appreciate difficulty in fault tracing.  Also suspect
that Melcher regulator may be damaged.  Has this happened to anyone else?
