Do any schools use independent companies/people to audit their
technology support staff's use of tech resources for appropriate use?
Many businesses hire outside auditors to provide this service.

I know that some firms or people will provide independent audits of a
school's security, hardware, software, licensing, networking and so
forth, but do they verify that tech personnel comply with the spirit of
their own tech guidelines and policies?

Tech personnel do not go on fishing expeditions to discover
inappropriate behavior, but they do come across it once in awhile during
routine work. A question has been posed by some non-tech people; "Who
monitors the monitors?"

Trust is important in schools, but so are fairness and objectivity.
