PCWeek article:

Upgrade ideal for new systems but not essential for older machines.

There's no arguing that Windows 98 is a better Windows than Windows 95,
but the benefits it confers are arguably outweighed by the time and
trouble it would take to upgrade the entire corporation. PC Week Labs
tested the Windows 98 code that Microsoft Corp. released to manufacturing
this week. The upgrade to Windows 95 adds polish, stability and support
for the latest hardware, and for these reasons corporations should
seriously consider Windows 98 as an operating system for their new
hardware, particularly notebook PCs.
