I have a quart bottle of RBS pf (Phosphate-Free) Concentrate.  It is No.
27959 available from Pierce Chemical Company, Rockford, Illinois 61105
USA.

The wording on the bottle says:
A superior replacement for Dichromate-Sulfuric Mixture. Biodegradable,
environmentally safe.
A surface active agent for cleaning and radioactive decontamination of
laboratory glassware, surgical and pharmaceutical instruments.
