UVM's Cisco VPN client uses IPSec.
I can't share any experience with WildBlue. It used to be with satellite
providers that you still needed some sort of dial-up connection, since the
satellite transmission wasn't two-way it was download only, and your
dial-up connection provided all your upload information. The last time I
looked closely at satellite internet specs was, however, about 8 years
ago, so that caveat may be a thing of the past.
