Summary of repsonses to the list and to my own mailbox:
Almost everyone thinks using stamps for reimbursement for postage is a
useless nuisance. A few individuals want to trade them and use them for
personal purposes.
The cost of cutting a check is more than the value of the check for
most circumstances.
The consensus seems to be, don't ask for reimbursement of any kind
unless theshipment is large enough to justify the time it takes to
invoice and bill, e.g. more than $15.
Most who participate in the system believe the exchange works out
fairly equitably (is that redundant?) for most libraries, anyway.
