That's what works for us, I'm afraid!  We have one big stack of scratch
paper (in a tray labeled "SCRATCH PAPER" in big letters!) out in obvious
sight to which we cheerfully direct people, and we hand out other utensils
on request.  A pencil is permanently lodged behind my left ear and I never
go anywhere without a piece of paper in my hand.  Our problems have been
more along the lines of toner cartridges, printer cables,
multi-hundred-dollar brand new textbooks, plundered closets/drawers... 8 - {
