Hello all,

I am looking for an older article.  The original version is in French and I have a need for the English version.  It is a well known and cited article, but I have been unable to find any english reprinting.  Please forgive as I am new at this sort of thing.  Does anyone know if there is an english translation or have suggestions about where I might look?  The citation is below.  If someone can provide it that would be great too.  Thanks for any help.
