In cases of dealing with a large individual employer (med
schools, multi-facility hospital groups), possibly so.   In the case of
most hospital librarians, though, where you there may be one or
at most 2 people on the library staff, unionizing likely wouldn't be
much bargaining leverage. They may have 40-50 doctors on staff,
or 80-100 nurses -- groups like those are large enough to have
actual clout with a single target (i.e., the hospital administration).
Even clerical support staff would be numerous enough to have
to be considered a factor by the shirts.  1-shot allied-health types
like librarians, though, would fall into the dime-a-dozen category.
Trying to wield a cudgel of being unionized with librarians at other
sovereign institutions would be much more likely to result in either
one or both of two things: either being laughed out of the office or
else handed a pink slip.
