Different issues appear to be away from our "culture", but what about:
1. asking for a membership (25$ more or less...)
2. organizing a "Friends of the library" society... which would look for
ways to bring money... a kind of a foundation, they could pay to be
called so
3. asking a foundation to help you either with money or personnel
4. asking doctors for their own periodicals instead of buying some at
institutional prices... may be you thought of this already
5. offering services outside your library at a certain price
That's all my ideas
