It has probably been said before, but it was not responding to a court
summons that made them get the cuffs out.  You ignore the judge at your
peril.  As for the cost, when does it become significant?  As for the
cops going overboard using handcuffs, they may or may not have known
when the warrant was issued.  There have been cases in the past when
people have gone bonkers during a traffic stop.  They want to go home
just like we do, so cut them some slack.
