Attached and pasted below are the unapproved minutes from last week's 
school board meeting.

Special School Board Meeting
Tuesday, October 18, 2005


Board members - Deb Hunter, Mary Nowlan, Karen Horn
Principal Roberta Barone
Select Board Members - John Hoogenboom, Doug Jones
Select Board Clerk Cheryl Brown
Town attorney Ron Shems

Meeting called to order at 6:06 pm by Chair, Deb Hunter.

Executive session
On a motion by Karen, seconded by Mary, the board voted unanimously to 
enter into executive session at 6:07 pm for the purpose of speaking 
with the town attorney regarding a legal memo. The board invited the 
select board members and clerk into executive session.

Bob McNamara arrived at the meeting at 6:10 pm.

The board emerged from executive session at 6:35 pm.

Snow plowing
After reviewing three bids, on a motion by Deb, seconded by Karen, the 
board voted unanimously to award the school snow plowing contract to 
Eric Howes at $95 per plow, not to exceed $3200.

Seminars and Joint Meetings
Bob announced that there will be a seminar on media literacy on 
Thursday Nov. 10 from 4-6:30 at Harwood. Rob Williams, a nationally 
known expert on the topic from UVM, will discuss the appropriate role 
for public schools regarding teaching media literacy.

Bob announced that there will be a joint board meeting for all 
Washington West boards on Nov. 17 from 7-8:30 at Harwood.

New Meeting Time and Place
To consolidate meetings with the joint board meeting, the Moretown 
board decided to switch its November meeting from Tues. Nov 15 at 
Moretown School to November 17 at 5:00 pm at Harwood. Roberta will ask 
Pam Kathan to warn the meeting.

Ruggles' letter
Deb passed around a letter from Francis and Agnes Ruggles, Moretown 
residents, which indicated that they did not believe that they should 
pay their school tax. The select board had received a similar letter, 
and John Hoogenboom said that he would contact them and invite them 
speak at the select board meeting Nov. 21 at 7 pm. A member of the 
school board will also try to attend.

Zoning meeting
Cheryl Brown announced that the school board has been invited by Steve 
Robbins of the planning commission to a meeting Oct. 24 in the school 
multipurpose room to discuss zoning laws.

John, Doug, Cheryl, and Ron left the meeting at 6:55 pm.

Staff contracts
On a motion by Deb, seconded by Mary, the board authorized Deb to sign 
a contract with Sandy Swenson for the position of paraeducator for the 
5/6 class. On a motion by Deb, seconded by Mary, the board authorized 
Deb to sign a contract with Pam Kathan to extend her duties to include 
"Coordinator of Substitutes."

Resident Student Policy
Bob presented the board with a draft policy concerning resident status 
for purposes of enrollment. Roberta will ask Pam to warn that the new 
policy will be adopted Nov. 17 at the school board meeting.

Superintendent's report
Bob expressed his disappointment that the teachers were not interested 
in the pre- contract negotiation meetings announced at the last meeting.

Bob then announced that he would be looking into the practice of 
grouping for instruction at the middle school. Bob referred to research 
indicating that grouping can be detrimental to struggling students.

Principal's Report/Bussing issues
Roberta announced that NECAP testing is almost complete.

She also announced that because of the high number of students on 
busses, the current use of three busses is unlikely to be sustainable. 
As a fourth bus will more than likely have to be added, Ray from the 
Bus Barn is interviewing potential drivers.

Support staff negotiations
On a motion by Deb, seconded by Karen, the board voted unanimously to 
enter executive session at 7:40 pm for the purpose of discussing 
contract issues.
The board emerged from executive session at 7:50 pm.

Approval of Minutes
On a motion by Deb, seconded by Mary, the board voted to approve the 
minutes from the Aug. 24 special meeting. On a motion by Deb, seconded 
by Mary, the board moved to approve the minutes of the Sept. 20 meeting.

Board orders
Because the board orders were not ready at the usual time, Mary was 
unable to check them before the meeting. She said that she would go 
over them and leave them on Pam Kathan's desk to be signed in the 

On a motion by Mary, seconded by Deb, the meeting was adjourned at 8:00
