I found myself circling S46 & S48 this morning while I was reading the VLCT
Weekly Legislative Report also.

Re: S46, mandatory opening at 7:00 a.m. seems harsh.  The Board of Civil
Authority already has the authority to establish what time the polls open.
Each Town is different and has different needs.  As far as being required
to automatically mail absentee ballots to  all registered voters is a very
cumbersome, not to mention costly, requirement.  As it is now, every
registered voter never participates at any election.

Re: S48 registering at the polls.  I echo your sentiment that unless the
various sites are connected it could become a vehicle for voter fraud.
