About a year ago, the Center for Rural Studies put together a document of
ideas for basic municipal office computer and data safety.  It was an effort
guided by the Electronic Records Management Working Group, which included
reps from State Archives, Public Records, VLCT, and various municipalities.
 You can find the document in pdf at http://crs.uvm.edu/municipal/erm/cdsp.htm

The Secretary of State's office also has some new materials on computer
security, etc. at their website.  However, it currently seems to be down.
Keep checking http://www.sec.state.vt.us/
