Dear Steve:

I understand that VLCT's Bylaws (Article V, section 4) preclude listers from
serving on VLCT's Board.

This restriction seems curious, especially in light of the League's recent
interest in appraisal issues. I wonder if you would explain the reason for
this restriction.
