Bianchi has been an incredible workload burden on my office.  Since it's
inception, July 1, 1998, this office has had to record and index over 250
Bianchi filings.  As far as, has it improved our relationship with the
zoning office, I would have to say no.  In fact, I believe that it has
strained the relationship.  Our zoning administrator had no knowledge, nor
should he, of how land records are searched and that searches are done by
the legal landowner name, not nicknames etc.  It has been quite cumbersome.
 Not to mention the additional man hours required.  My Town Manager and
Selectboard seem not to realize that the additional work on behalf of
Bianchi requires additional staffing in this.  Accordingly, I have been
forced to petition and put an article on the floor at Town Meeting to try
and put this office of fees, so that I can have more Assistant hours.  I
believe that the intent of the Bianchi act was sound, but once again it's
too bad that the people instituting this kind of legislation don't
realize/ask what the ramifications of such an act would cause.  Most
everything looks good on paper, it's in practice that the "cream rises to
the top".  Good luck at your meeting.  I'll be anxious to hear about it.
