Granby does a certificate of mailing no matter the number of 
properties..  It is the only way that you can prove to a taxpayer that 
you sent them a change of value and the grievance day info.. Our 
listers even send out by COM the Lister greivance results...  It is 
very cheap in  the long run to do and can save you a lot of headaches..

Yes, that is how it works. Just your regular 47 cent stamp goes on 
envelope and the extra fee actualy goes on the firm mailing sheet that 
gets checked by PM and date stamped as of the day they go out..
