Leslie, can you tell us the timeframe? I think I am a year 1 town. I just got a bill for the 2017 updates. Will the state be paying for this work, or for next year’s work? And when will we find out if we are working with our current vendor?

Hello Westfield Listers,

 

It is not quite that simple, but I will do my best to explain how it would work.

 

VTrans solicits proposals from the companies under contract (which includes Russell Graphics) and the proposals include bids for the towns they want to work with. If Westfield was listed as a year 2 town, it is likely that Russell would include you in their proposal.

 

VTrans will review the proposals and bids and assigns companies to towns. It is very likely to assign companies to work with towns that they already work with unless there is a very large price/bid issue (very unlikely for companies that already do this work with VT towns). 

 

Once a company has been assigned to work with a town, VTrans has agreed to pay that company a certain amount to do the update to the parcel map/data information AND to make sure that the data meets the state parcel data standard AND that there is a 99% match between grand list entries and parcel data. VTrans will not pay for the work that goes into actually updating the paper map, annotation, etc. 

 

It will be between you and the mapping company how that impacts any existing contracts or the price that he is charging to do the town’s work, but you will know how much he is getting paid by VTrans so I assume that each town will talk with the mapping contractor to understand what VTrans is paying for and what the town still has to pay for. Keep in mind that this is not a “match” situation since the state is not requiring you to pay the mapping contractor anything. 

 

Does this make sense? Feel free to ask questions for clarification. I am going to be working on a handout to explain all of this better soon and will likely have an informational meeting in your area in the 2-3 months.

Just a reminder that the Statewide Parcel Mapping Project is happening (though it has been a bit slow to get off the ground) so if you are contemplating updating your parcel/tax maps in the next year and would like that effort to be subsidized by the state…please let me know.
