Yes, that is how it works. Just your regular 47 cent stamp goes on envelope and the extra fee actualy goes on the firm mailing sheet that gets checked by PM and date stamped as of the day they go out..

Here in Chester we put the initial 46 cents on the envelope and then at the Post Office we pay another 44 cents (?) I think, per name on the list. The Post Office seems to be somewhat confused on how a certificate of mailing works but they have been consistent with us.
