I would pay them as employees. Municipalities have to follow the same rules for employees or contractors.

Subject: Compensation for teens who help out with Rec programs

Good afternoon.

I am wondering how other towns handle compensation for teens who help out with rec programs.  They could be an assistant instructor for ice skating, assistant coach for sports, etc.  These are not teens who are employed by the Town but simply helping out and being compensated for it.
