Under the Town Clerk only in so far as she is keeper of the town's
records. She cannot change this record. Only the Listers with the Selecboard's
approval and only the Listers with certain changes made by PVR.

In Windsor, the Listers keep a copy of the lodged list in their office so
that if researchers need Lister cards and G.L. info they have right there
on the table.
