I agree this tax should be collected locally however, there has to be a
system in place to compensate Town Treasurers for this job such as a
percentage of taxes collected or a guaranteed amount per Town for
providing this service to the state.

If the taxes were collected locally then Town's would be able to invest
the monies and earn interest before sending the state's share to
montpelier.
