I asked Kathy DeWolf about this and she gave me an answer about having the
person sign an affidavit swearing to the fact that they actually reside in
your town. Some people think because they own property that they can vote in
the town. If you feel someone's residency is questionable you can have them
sign the affidavit prior to voting. Kathy felt that most people would tend
to back down rather than sign an affidavit swearing to the fact that they
are residents when they are not.

We had one property owner who lived out of town and kept returning the cards
with the address that was his rental property. I sent him a letter with the
purge card explaining that he would need to sign the affidavit. He sent the
purge card back with his real address and asked to be removed from our list!
