I have stopped printing our FAX number since it ties up our phone and I
think people are too quick to FAX, but, barring any "official" statement
to the contrary, I would accept the FAX as timely before 5 pm and then
expect the real petition to come into the office.
We seem to accept all manner of FAXes for all kinds of things, including
land records (we don't get them FAXed to the office, but it is obvious
that some of the documents were FAXes from someone to someone else),
rabies certificates, requests for ballots - the list goes on and on.
I agree that this one missed the deadline.

If the fax came in after 5 PM, it is late. And that does not even address
