This is a HUGE deal, there is also a $53 package that offers more Client/Server 
licensing, I would suggest looking at that option as well and is the route that I'm 
going with.

One of the documents provided by MS and SHI explains that bus drivers, janitors 
etc do not need to be counted in FTE (unless a computer is required for their job)
